SAIL CER is an open and voluntary cooperative model operating throughout Italy, designed to create environmental, economic and social benefits for members and the areas in which it operates.
The community connects renewable-energy producers, prosumers and consumers. Sail Group supports preliminary eligibility checks, photovoltaic project development, aggregation and the technical-administrative path to participation.

The cooperative
A National Cooperative for Shared Renewable Energy
SAIL CER operates throughout Italy to create environmental, economic and social benefits for its members and the communities in which it works. Its primary purpose is community benefit through renewable-energy sharing rather than financial profit.
Mission and participation
The cooperative promotes decentralised renewable generation close to where energy is consumed, encouraging conscious, sustainable and participatory energy use.
Participation is autonomous, open and voluntary. Private undertakings may participate provided that joining a renewable energy community is not their principal commercial or industrial activity.
Regulatory framework
SAIL CER operates under EU Directive 2018/2001, including Articles 21 and 22, Article 42-bis of Decree-Law 162/2019, Article 31 of Legislative Decree 199/2021, ARERA Resolution 727/2022/R/eel, Ministerial Decree 414/2023 and the applicable implementing rules.
Participation requirements, eligible plants and incentive mechanisms are assessed against the rules in force for each proposed configuration and primary-substation area.
Transparent governance
The Board of Directors is composed of Ing. Paola Francone, President; Magda Bramante, Vice President; and Federico Genesio, Treasurer. The Board oversees transparent management and provides members with information on the benefits available under the applicable rules.
Sail Group as strategic partner
Beyond plant design, delivery and consulting, Sail Group acts as an aggregator and technical-administrative partner, coordinating producer and consumer profiles to support an efficient energy-sharing configuration.
Member benefits
How Members Participate and Benefit
Eligible shared renewable energy can access GSE incentive and valuation mechanisms for 20 years from the commercial operation of each qualifying plant, subject to the applicable rules and the cooperative’s allocation criteria.
Producers
- Generate renewable electricity locally.
- Retain the value of electricity sold or fed into the grid.
- Make eligible production available for community sharing.
Prosumers
- Combine renewable generation with on-site consumption.
- Reduce grid purchases through self-consumption.
- Share eligible surplus generation with the community.
Consumers
- Participate without installing their own generation plant.
- Contribute consumption profiles that match local production.
- Access allocated community benefits under the cooperative rules.
